He proposed that lawmakers focus their feedback on the feasibility of institutions and laws; state power and control mechanisms; personal accountability; and decentralization, delegation of authority, and the two-tier local government model.
Other key issues include ensuring unity and consensus in the relationship between the Party, the State, the Vietnam Fatherland Front, political and social organizations, and the people, as well as reaffirming the Party’s leadership role in the legal system and practical governance.
Affirming the principle of “putting the people at the center,” General Secretary To Lam stressed that the people are not merely beneficiaries but active participants, supervisors, respondents, and companions.

He called on National Assembly deputies to contribute ideas to proposed mechanisms that ensure the Party’s absolute and comprehensive leadership, without overstepping, substituting, or neglecting responsibilities, while the Government administers the country according to the law with clear personal accountability.
Mr. Lam also emphasized the role of the Vietnam Fatherland Front and socio-political organizations as reliable bridges between the Party, the State, and the people.
