The PM stressed the need to build communes, wards and special zones into strong fortresses in disaster response. While acknowledging results recorded in disaster prevention and control as well as climate change response, PM Chinh called for a thorough review of the past practices in order to develop timely and effective response measures.

Over the past two years, we have drawn many valuable lessons, including decisive relocation of residents before situations become complicated. In post-disaster recovery, we must uphold the spirit of solidarity and compassion, national unity, and urgently act to rebuild homes for people affected by natural disasters. Prompt and effective leadership is also the key factor,” said Mr. Chinh.

The Prime Minister said that as natural disasters are forecast to become more unpredictable and extreme, ministries, sectors and localities should implement the guiding principle of “Proactive prevention–Accurate forecasting–Appropriate warning–Timely response.”

The ultimate goal is to safeguard people’s lives, while protecting public and private assets to the greatest extent possible. People are placed at the centre and serve as the main actors in disaster prevention and control.
