The handbook contains information about the 1982 UN Convention on the Law of the Sea (UNCLOS), the Law of the Sea of Vietnam, first aid, hotlines, common conversations in English and Chinese, among others.

It has been distributed to fishermen in Quang Nam, Quang Ngai, and Binh Dinh.
