Mr. Rutte said essential military equipment is still being delivered to Ukraine through the Prioritised Ukraine Requirements List (PURL) program, an initiative that allows European countries to fund Ukraine’s acquisition of US weapons.

However, supply shortages remain, so Rutte called on European countries to rapidly expand their defense industrial capacity.

According to the report, total military spending in 2025 by NATO’s 32 member states was 20% higher than in 2024.
