In pursuit of these goals, Hai Phong’s education sector will accelerate digital transformation and expand the adoption and application of digital technologies and artificial intelligence in teaching and training.
Do Duy Hung, Deputy Director of the Hai Phong Department of Education and Training, said: "We will advise the municipal Party Committee on the full implementation of exceptional incentive policies for teachers under Resolution 71, including raising professional allowance rates to at least 70% for preschool and general education teachers, at least 30% for support staff, and 100% for teachers working in island and other special administrative areas. Hai Phong will also develop a national target program for education and training for the 2026-2035 period."
In recent years, Hai Phong has consistently made education and training a top priority as a driver of rapid, sustainable development. The city has issued at least 10 resolutions and numerous projects and tailored policies to fundamentally and comprehensively reform education. Currently, more than 77% of local schools meet national standards, and Hai Phong is among the country’s top localities in overall education quality as well as in the number of national prize-winning students.
Municipal Party Secretary Le Tien Chau said: "Hai Phong allocates at least 20% of its budget to education and is rolling out a project to ensure adequate facilities and supplies for preschool and general education schools this year, prioritizing playgrounds and physical activity areas."
Hai Phong aims to meet the criteria for provincial-level recognition as a “Learning Community” by 2026. By 2027, the city hopes to qualify for membership in UNESCO’s Global Network of Learning Cities.
